Leliana's level 2 pickpocket should be enough. You may have to reload the game until you have successfully stolen the note.
I have no idea what the note is for. I got it on a past character but never found out what to do with the information.

Its purely codex.  It doesnt do anything but provide some good ol infos

I normally need 4th tier Stealing skill before a successful pickpocket attempt.

I've done it with 1 in pickpocket, yet failed with 2 on another character. Neither had stealth, and both had around the same cunning. Go figure.
