It seems like this is a common problem among people and quite often they get wrong advice when they're told that you have up your paragon/renegade to fix the issue, the fact is there's more to it than that, there are people who have nearly full paragon/renegade yet cannot solve the situation while others that are like 70% yet had no problems solving the issue.

Here's the real scoop after trial and error, yes you do need a decent paragon/renegade rating (That's a given), but it does not have to be very high as some people suggested, as long as you're over 70% you should be ok (Which is fairly easy to accomplish if you do enough side missions ahead of time), the real key here is how far you are in the romance with either one, if you advance your romance with one of them (Which takes off to the next level after the loyalty mission when you talk to them), this will affect the choices and makes those paragon/renegade options grayed out during the fight, so the best solution is:

- Recruit all your squadmates first with the exception of Legion since I reccomend you leave that IFF mission after you do everything (Including the loyalty missions of your other squadmates).

- Once you recruit everyone (Except for Legion again), don't do any loyalty missions until you do most of the side missions to up your paragon/renegade level to at least 70% (Heck even 60% might work but stick to 70% just to be safe).

- Once you have done most of the side quests and you have the desired paragon/renegade rating, start doing the loyalty missions, first make a save file just in case you need to go back, then the first one you start with is Miranda's mission, right after you're done with that, do not talk to her on the Normandy (People usually tend to do that after loyalty missions, I know I did), instead, go do Jack's mission right away, of course when Jack's mission is done you will get that fight, but since you're kind of neutral here and you have enough paragon/renegade, there you go, you can now choose one of the colored options, viola.

I also recommend you give them a fair treatment before you do their mission, that way you're as neutral as possible with them just in case the game requires you to do that (I did that).

I know this is the solution because I tried it a few times and it always worked, I also tried the other way with stopping after a mission and romancing one of them further, and that always grays out the option, I hope this helps people out cause it was frustrating da hell out of me.

I definitely was fairly far in Miranda's romance (I talked to her after her mission) and I could still chose the 'everyone wins' Paragon option. Though I think Jack liked me too, I let her have access to the Cerberus files.

That's odd because I also let Jack have access to those files and I romanced Miranda after her mission, not to mention I was over 90% paragon yet when that fight came along, the paragon option was grayed out.

Pumping your class skill makes a big difference. And the extra bar or so of Paragon/Renegade from importing an ME1 character helps a lot, too.

Yes this helps too since it give you extra paragon/renegade ratings, but I still had problems whenever I romanced either one, btw I had my class skill up to 4 bars which is the highest one.

I found this very odd to achieve, i literally did everything and left jack miranda and legion till last,
I had 100% paragon, i had jacks loyalty ecsuse i did her mission first, i then did mirandas mission and right after mirandas mission the fight kicked in and i couldnt use the para/rene options.

I used my imported level 60 shepard with full charm.

Just done it again but this time i got mirandas loyalty, did jacks mission and still couldnt use para/rene options ended up tellin miranda to back off and lost her loyalty

hints
1) it is easier with a Shepard imported from ME1 (bonus) than a Shepard imported from ME2 (no bonus)
2) it is easier to take Jack's side and later charm Miranda than to use charm to break up the fight
3) the big bonus to persuade from maxing the class skill helps a lot
4) some people have claimed it is easier if you have a long break between doing their loyalty missions (i.e. do one early and save the other for the end)...(I don't know if it works or not)

I had no problem with it. That is, only after I switched my class skill. I had not a high enough paragon or renegade skill. I used a femshep, so had no romance with either of them. I only talked to Miranda, until she stopped chatting with me and Jack wouldn't have a chat until I did her loyalty mission as well.

I did Miranda's mission first and a bit later, Jack's mission (I think I did Thane and maybe another inbetween + a few assignments). I was at about 90% paragon and could pick the paragon option.

But I did not really pay much attention about how much I did before I did Jack's mission. I simply prefered to do her as one of my mid-later loyalty missions (Samara, Zaeed, Legion and Jacob as last, after Jack, with the exception of one assignment, everything done).

The trouble is you don't actually know what percentage paragon you have. You can say the bar is 100% full or about 90% full but the game doesn't use that to decide whether you've got enough paragon points (or renegade - it works the same way) to be given that a particular conversation option. Instead it's how many paragon points you've got as a percentage of how many it's been possible to earn up to this point in the game. Basic example: you've reached a point where you've could have scored exactly 400 paragon points between the start of the game and now, and you're about to see a paragon option in a conversation which is only available if you've got 75% or more and is otherwise greyed out. Regardless of how full the paragon bar looks if you've got then 300 you'll get the option and if you've got 299 you won't. But if you do missions in a different order and play that part much earlier, say when you've only had the chance to get 40 points, then just 30 paragon points or more will let you have that paragon response as it's still 75% even though the bar will probably look like about 2 or 3%. TBH it makes even looking at the bar kind of pointless as it's really not showing the information you need to keep track of your real paragon and renegade responses, and it wrecks role play as well since you tend to end up choosing responses for the points instead of the dialogue. I find it simpler to spend an hour or so increasing both scores using the infinite morality points glitch on Lazarus station at the beginning of the game, which seems to add points as often as you want but only count for percentage once, and then role playing it the rest of the way.
