Balin or Harrowmont for King.

I am split between it, Harrowmont is the more likely choice among the dwarves because he is fair and just.  Balin is choice for his unruley demenor.  Which will actually help me more in the end? I am thinking Harrowmont.

If you played through the dwarf noble origin, the choice would be easy. Bhelen must die.
