Edit: Is there a way in Paint.NET to color the background & other stuff 'transparent'?
& I hope i'm not getting annoying. I'm a graphics program & file type novice.

In my usage of Paint.NET, i've noticed that it seems to screw up it's 1st attempt to save my creations as PNG. After it's saved, I have to open it with the Windows Picture & Fax Viewer, then 'Copy to...' it to resave it as a PNG again, then this 2nd copy works normally. I notice in Paint.NET that in it's avaiable file formats to 'Save As...' it has a Paint.NET file format. (PDN) Should I be using it first, then resaving that as PNG afterwards? What's the difference between PNG & PDN?

You don't need to save it as Pnd first, but it nice to do to keep all your layers intact
If you want the background transparent just delete it so you have little gray and white squares as the background. However I notice the Picasa server has a problem with some transparent backgrounds.
To keep the background intact and make other parts transparent add a new layer to the background then add the other image to the new layer. in layer options you can adjust the transparency of the layer until it looks the way you want.

Many thanks again!
Edit: I made this for GIF Animation practice using the above Pic as a dummy test subject, & forgot to display it until now, as i'm in middle of Pic Link repairs:

I wanted this Burning Font to animate in the Sig Bar. Anyway to make it happen?

I'm so jealous of those that can make stuff like this completely from scratch, without program aid.

It's very complicated but possible. You need to make it a gif. and you also need an add on to gimp.

Ahh, many thanks! So, PNG doesn't handle all. What's the Pic quality difference between PNG & GIF?Celrath wrote...

I take it that I would remake this in Paint.NET, then load it up in Gimp 2, then add the Fire Font to the Sig Bar there, with the help of that add-on?
Edit: Is this the correct add-on for my objective?

Giving a semi-transparent color Sig Bar a test-drive.
Edit: Woohoo! It works!
This quote is of my making, but anyone who wants to can put it to use, free. I don't even care if ya steal it, for you can't get any rogue cred from stealing free stuff, you'll just drag yourself down & make yourself look like a rouge. What's a 'rouge' ya ask? Click the clicky for info.

I used a screeny of a close of my renegade shepard, did some smudging with gimp to make the effect. Some others for the letters.
I'm still trying to figure out Paint.NET, then I still got Gimp 2 to learn.
A reminder, you can Post your Sig Bars into Replies on this Thread so this Thread holds a copy of your Sig Bar so ya can change your Sig, & if ya ever wanna return the Sig Bar to duty, ya gotta easy retrieval point for the Sig Bar to make returning it to your Sig easy.
