No. Beastiality is having sex with a non-sentient animal/beast.  Assuming for the moment the ME Universe is real then those species you named are all Sentient. Meaning they have feelings and can think for themselves.

EDIT Humans and other intelligent aliens in MEverse and in real life (probably) are sapient. Animals are sentient. Insects are non-sentient.

I wouldn't say it is akin to beastiality, since the aliens are sapient beings just like humans. That being said I don't understand why anyone would want their Shep to shag Garrus or Thane. Thane looks like a bipedal reptile and Garrus like a raptor that is covered with armor plating.

The Asari are understandable at least, since they basically look human except for the blue skin and tentacle 'hair.'

You clearly know nothing of biology, or grammar. Chemotaxis (guiding the sperm cell with chemicals released by the egg)  would most likely be impossible in an alien vagina, our silly human sperm would be unable to find the egg. Even if they did make it, the chromosomes would most likely be incompatible, and wouldn't even become a zygote (fertilized egg). I'm not going to assume your age by your lack of knowledge, because I'm 14 and this was just off the top of my head.
