Currently I have a level 40 Infiltrator and finished Virmire, Therum, and Feros as well as, a bunch of side missions if I just do Noveria, Ilos, and about 2-3 more side missions will I reach 60 or no?

Nope. You'll probably get up around 50. You can't get to level 60 in a single playthrough. Don't worry about it if you're just looking for a high-level character to port in to ME2, as the bonuses are minimal.

getting to 60 I believe requires at least starting a NG+ with a 45+ level character.

Darn then I guess I will just rush through the rest of the game already got all the Spectre Gear and Collosus Armor however I will see after I beat Noveria
