Is there something you buy for the normandy that allows you to gain back ALL of your talent points back?
Is it possible to respec ALL you points back?

After completing Horizon, you get an option in the Research Menu called 'Retrain Powers'. This yanks all points from all your skills (including ones that you started the game with a point in), and allows you to re-distribute them as you wish. This research project only works on Shepard, but you can complete it multiple times.
