I don't follow your logic, first of all I wouldn't say Shepard is exclusively American there are plenty of other non-American societies where that name wouldn't be unusual, many of them may speak English, but that doesn't make them American.
By saying that someone from Ukraine, Mexico or China can't have that name meams that you are applying a racist slant to it and anyway, who says the human race isn't going to be a mix of ethnicities?
As for the character, it's no different than playing Lara Croft, are the Devs racisist for making her English? This is Shepard's story you can choose some aspects of their character and even their gender but they are still a set character.
Don't be so ridiculous.
But Shepard is an American. Default Shepard is a white man who saves the galaxy. Why can't an asian man save the galaxy?
You're right, he's the spitting image of a Dutch model and voiced by a Canadian actor with an accent to boot. Obviously, he's an American!

Slightly stunned at the response, and figuring that if an Indian had asked her the same question she would've answered without such a stupid response, I replied with: "No, your response indicates that the only racist here is yourself".
That goes the same for the OP's way of thinking, where people go looking for racism where none exists, and take the use of a particular surname as somehow being racist.

i am blind and i play just fine yea i am two feet from my 32in tv but i make it work lol
As for what the OP said no i don't think its a good idea to have multiple nationalities, the cost outweighs the benifit more VA and programming. Plus shepard is a symbolic name not an American or western one, its there to be the hero to guide the galexy out of darkness. Being Slavik Croatian to be formal, I have no problem calling my Shepard, Dragan Shepard it sounds weird but hey it aint that bad.
