Other DLC downloads, installs, and plays just fine.
Purchased RtO a few hours ago, no problems, plays fine.
Tried copying old blood armor addin files over to new installation, before accessing download screen, no success.
Something is borked. Please fix. Thanks.

"ANSWER
Below, you can find a troubleshooting guide to help you resolve any issues you might have with online game play on the Xbox 360 console. We recommend following each step in order, for better troubleshooting.
Step 1
If you are using a wireless connection to access the Internet on your Xbox 360 console, try connecting directly to your Cable or DSL modem. If you are using a router, check to make sure that the router you are using is officially supported by Xbox Live.
Step 2
If your DSL or Cable modem connects directly to your Xbox already, try power cycling the modem itself. This means unplugging the modem from the wall, waiting one or more minutes and then plugging it back in. Restart the system and try again.
Step 3
If the two steps above did not solve your issue, you will also want to try to reset the Xbox 360 clock by performing the steps listed below:
* Press the Xbox Guide button on the controller to enter the Dashboard.
* Sign out of Xbox Live by pressing the X button.
* Select the System blade.
* Select Console Settings and press the A button.
* Select Clock and press the A button.
* Change the date to 11/15/2005 and press the A button to accept.
Step 4
Corrupt files that are stored in your cache can also conflict with connecting to online servers.
To clear your console's cache:
1. From the Dashboard, click on My Xbox.
2. Select System Settings.
3. Select Memory.
4. Press Y to select Device Options, then Clear System Cache.
5. Reboot your console.
Step 5
If clearing your cache did not solve the connection issues, you will want to clear your saved games files next. Corrupted saved game files or rosters can sometimes interfere with your online connection. To remove saved game files or roster updates follow the steps below:
1. Start your console with the game disc out so it launches into the Xbox Dashboard.
2. Select the System blade.
3. Select Memory and press the A button.
4. Select Games and press the A button.
5. Select the EA title and press the A button.
6. Delete all saved game files for that EA title.
After following these steps launch your game again and try to go online.
Step 6
If all the steps below did not solve your issues, check to make sure that the ports specific to Xbox Live are opened up on your Internet Service Provider's end. These are the ports that need to be open in both incoming and outgoing directions:
* UDP Ports: 88 & 3074
* TCP Port: 3074
We recommend contacting your Internet Service Provider or Router/Modem manufacturer for information on how to open ports, or make adjustments to your home network.
If you are still experiencing connection issues, Microsoft has a diagnostics tool that you might want to use. Detailed instructions can be found at the links provided below. If you have any issues or need help with these instructions, please contact Microsoft at 1-800-4MY-XBOX."
let me know if this works for any of you, but it didnt work for me

EDIT: FYI - They are sending thesame automated bs response to all people reporting this issue. This clearly is a problem on their side, and non of their suggested methods will work anyways. I can access all DLC content online, just not the DLC that came with the Collectors Edition - Blood Armor & the items, & the shale quest.
Please keep sending emails to EA with the error message, but don't expect their solutions to work untill they fix the server issue.

Note that there is no fix in that thread, but it's worth noting as one poster has responded
"Something's happened with the Marketplace and they've been pulled or something to that effect. Microsoft is supposed to call me back in the next couple days with a fix, and if they do I'll post it here."
So worth keeping an eye on

Xbox Live retails the Stone Prisoner at 1200 MS points, and says check your copy for a redeem code before purchasing
Interestingly, I have been able to download my Dragon Armour in ME2 though, and I notice the Dragon Armour is actually listed as being "Free" on Xbox Live if you browse the Dowloads section on Live
I have reboot the Xbox, registered the game on the PC with EA just in case it's an anti piracy thing, then reboot the Xbox again, still nothing and it's been a good 6 hours since I initially tried the Stone Prisoner DLC code
*edit*
Seeing other posts while I was typing this - as I was able to download the ME2 Dragon Armour, how can it be:-
1. My modem
2. My ISP
3. My Xbox
Also as people are able to purchase downloadable DLC, that sounds like some issue with EA / Xbox Live - I'd guess at something like Xbox Live are not allowing the download because EA's codes are not gelling with MS Live properly...?
