I've encountered this plot bug, as well. I have the 1.01b patch installed. I cleared out all 3 back alleys and the success flag just won't flip. I've tried going back and forth between the areas in random order, searching for enemies who may have fled and gotten stuck in the map somewhere, etc. No luck. If anybody finds a way to close this quest using the toolset editor, please post it. Lame.

A fourth area opens up after you clear the 3 alleys and it's called something like mysterious building or something. Clearing that one got me credit, though I'm not even sure if that was part of the quest and/or if I needed those guys for another quest(for the independent mage ppl thing).

Thanks, skiwolf7, but I've cleared that one out as well (blood mage). The only quest listed under "Denerim" is to clear out the back alley thugs. I have other quests I received IN Denerim (from the chantry, etc.), but this in the only one that remains open for me for that specific area. I'd reload a previous save if I hadn't made so much progress before recognizing the quest was broken.
I just think it'd be good form for the dev team to acknowledge the bug while they work on the fix for it (assuming it's indeed broken and it's not a mistake on my part). "We've found the problem and will roll out out a fix in the next patch. You can either reload a previous save and try it again, continue playing and complete the quest after the patch is released or ignore the incomplete quest altogether as other quests are not dependent upon it being completed." (or some other statement along those lines)

I've got the same problem. I think it was because I talked to the sergeant befor or after I did all this. It was both the sergeant and the chantry that gives the quest.

Same problem here (playing on PC) I've killed the 3 groups including the leader and it keeps telling me there are more gangs to take out.

It is a bug, I wondered the same thing too however on my last playthrough I got it completed because it decided to update my codex twice through the proceedings. Wish I would have known to run around in circles previously so I wouldn't have drudged through those areas off and on hoping something would crop up.

I didn't have any problem. However, after reading the above posts I made darn sure to loot every corpse and every crate.
I did not clear the area that becomes available from "The Last Request", just the 3 alleys. However, I may have gotten lucky and gotten no random encounters to bork it (playing on PC also)

My problem is a bit different. I've already completed the Back Alley Justice quest but now the "Dirty Back Alley" has disappeared from my map, and I can't talk to Tania (which I forgot to do when I was there) to complete the Notices of Death quest from the Blackstone Irregulars.

My solution was the following:
Load up a game in which you have NOT accepted any quests from Sargeant Kylon. As long as 'Pearls Before Swine' quest is not accepted, the chanter quest 'Back Alley Justice' can be completed.

Ah man I had the same problem. But then I got ambushed and it did clear. So yeah it's buggy or at least not clear on how you should complete it.
