How do you have a space traffic jam?

Flying cars would crash into each other all the time, there was probably some navigation system involved, where there is very little manual driving involved.
I haven't read it yet, but I'm assuming this happened on the citadel? If it happened in space, areas around the Relays can get congested.

Sure in atmo, I'm sure there are traffic jam on the way to the space port, but traffic jams in space? So far it seems like once yyou break orbit it's an open field.

It could be that the "traffic jam" is referring to congestion created by tons of ships trying to approach for docking.

If it's refering to mass relays, then the jam makes sense. If it's refering to the whole flying cars thing, then I don't know, I guess there could technically be too many cars.
I mean, planes fly but flights still get delayed.
