I thought they meant they were the location for your active quest, but after some testing it seems they do not change when you switch your active quest.
So... what do the gold icons actually mean?

Icons with a 'gold shine' to them represent new, recently unlocked areas, such as accepting many of the Chantry board quests.

Completley gold icons represent the DLC areas, such as Sulcher's Pass.

Only gold icon I have is the Shale(Stone Prisoner) quest town, aka a DLC quest.
Only DLC I have, so I have to assume the gold is for the DLC quests.
If it is SUPPOSED to be the selected 'Make Active' quest, then it is bugged, and not working. Only shale's town is gold, and that's AFTER I finished that quest.

What do you mean "active" quest? In my log, I have in progress quests and completed ones. I see no active quest, let alone a way to change it.

Gold icons are all DLC areas.
