I understand when you enter a new area the board populates within its caps based on the party level. My question is whether only that board that the party physically entered populates or do ALL *suboards* populate as well. For instance if you enter frostback mts at level 8, do all of the monsters and treasures spawn off of that level for just the Frostback board, or does orzammer then spawn at that level, All the way down to deeproads?

A good indicator is when you receive a notification when entering a new area. Frostback, Oz Commons, Ortan Thaig, Caridin Cross etc all have their area notifications and will fix monsters lvl.

One semi-exception I've noticed is random encounters in Denerim. One of them, I believe, gets its level set from the time you enter the city, but the others are set by the time you trigger the encounter.

So when does the level lock exactly? Do all those areas in Orzammer separately lock upon being entered?

I dunno much from the semi-exception raised, but generally an area's monster level is locked when you recieve the new area notification on screen. eg (Orzammar Commons Unlocked)

Does this mean if you travel into most new places at a lower level, and then leave -- when you come back at a higher level the enemies will still be based on the lower level you first entered at? I don't want to accidentally trigger easy kills by a chaotic travel pattern!

Yes. Also note that enemies have a class limit as well. Hypothetical eg. You first venture into caridin cross at lvl15, normal hurlocks may be at lvl13 as that is their class limit. You will still meet emmissaries at lvl 15 since their cap is higher than your entry lvl.
