Is there some way to ensure that the armor i get from RTO will be of tier 7?
Do you have to be of a certain level or finish the game first before going to ostagar to have tier 7 armor?

I think you have to be above or around level 20 to consistently get tier 7 items. Don't worry about it--you can sell the stuff to what's-his-face, save, reload, and buy it back to get it at an upgraded tier (after you've levelled of course). Or, I heard console players can do the same thing with the chest.
