The Heretics are still part of them, and destroying that little complec would be essentially a self-inflicting hit. They are confused on how to settle on it because they are hostile towards each other.
Yes, but Legion does point out that the Heretics chose willingly to leave, to separate themselves from the Collective. As they evolve separate from each other, they become a less a part of each other and become their own separate beings.
Legion does point out that the Geth could benefit from analyzing how the Heretics have developed in their separation. He also mentions analyzing the Heretic decision to figure out how they could have come to their wrong (in the True Geth perspective) conclusion about the Reapers. Funny thing is, if you analyze it enough, there's no guarantee that you will continue to view it as wrong. The Geth are going to see Heretics fighting organics, but they'll also see how the organics fought back and treated the Heretics. It could increase hostility toward organics in that case.
