I understand the metagame use to establish Legion as less impersonal, but what use in-lore? Can't say the Geth would have much use of a physical representation of "emotion" over simply the transfer of data. My impression from watching the various FB pages of Mass Effect voice actors was that no one called up the VAs to ask about doing Overlord. It's not a case of "BioWare tried, but couldn't get everyone together, so no go." That's just me reading between some lines and guessing, though.Cra5y Pineapple wrote...

Mark Meer and Jennifer Hale very likely have it in their contract obligating them to reappear for DLC material. Any other VA brought in has to be paid as they do for any other project.
