You pretty much have to wait to pick up Zaeed until after you do the Omega 4 relay mission I think. Then it should give you the option when you do his loyaly mission.

Charla and Garrus ran to the shuttle as fast as they could, Legion suspended between them. They stepped into the shuttle and laid Legion in the center of the floor. Garrus took a seat with the rest of the team, while Charla tried to tend to the geth's wound.
Tali jumped up to help her, pulling a few strange tools from her arms. The two of them stopped the flow of oil and hydrolic fluid that was coming from Legion's leg. Charla cut a piece of the cloth which was flowing from the back of her belt, using it to wrap up the wound and protect the exposed circuitry.
Shepard punched the metal of the cokpit as he entered the shuttle, prompting the pilot to close the doors and take off.
3 Hours Later
Charla paced outside of the med-bay, waiting for Doctor Chakwas to come out and inform her on the progress with Legion. She had no doubt that he would survive, but she was worried that he may not recover from the wound. They could only salvage so much of the foot. The shot from the scion had directly impacted his shin, exploding after contact, inside of his leg. It had blown the foot into countless pieces around the area. Charla picked up as much as she could before they had to leave, but she wasn't sure it would be enough to fix Legion.
Doctor Chakwas came out of the med-bay, walking over to Charla, who stopped pacing. "Charla, we managed to reconstruct about 40% of the foot using what you brought back, and much of the circuitry was able to reconnect to his systems. But..." Chakwas paused momentarily, looking over a datapad to make sure she said it correctly. "To construct the rest of the foot, we had to borrow samples of collector technology Mordin had collected. We were still able to merge this technology with his, but according to EDI, it may take time for his systems to accept the new technology."
"Thank you Doctor Chakwas, that is good to hear." Charla said, feeling a little better.
"Don't mention it dear, you can go in now." Chakwas said, stepping out of Charla's path to the med-bay.
Charla walked past Chakwas, eagerly entering the med-bay. Legion was sitting on the far side bed, staring down at his new foot. It looked nearly the same, with the exception of the strange yellow plated collector technology forming the right toe, which was now longer and thinner, and weaved into the grey of the ankle. When the door closed Legion looked up to his visitor. "Charla."
"How are you feeling Legion?" Charla asked as she walked over to him.
"We are attempting to connect with and integrate collector technology into the platform." Legion responded.
"How does it feel?" Charla asked as she sat down beside him.
"We can not detect readings from the foreign technology at this time, as it has yet to be integrated. Organics would describe it as 'missing something'." Legion responded.
Charla looked over at Legion as he described the 'feeling'. "I'm glad you're alright Legion."
"Were you distressed?" Legion asked, his eye widening.
"A little bit, yes." Charla responded as she placed her hand on top of Legion's.
Legion made a series of clicking noises, then responded, "Organics showing worry for another is usually a signal of caring for the individual in danger. We appreciate your caring Charla." Legion said, trying to pronounce the word 'appreciate' rather than his usual acceptance. "We care for you as well."
