Once you've left, can you ever re-enter them? I missed a couple side-quests...

I haven't managed to find any way of reentering after starting a certain event. You don't miss too much, though. Those are low-level quests.

Depends on what you mean by left. If you've completed your task for Duncan then no, at least not the parts that hold those quests. If you haven't turned in to Duncan, you can.
