I'm thinking of starting a Vanguard and wanted to know what the best weapon to use was. The hulking Claymore perhaps? Or the new Cerberus shotgun?
Or are these guns useless and should I stick with submachineguns?

That stat table is off. There are actually 4 invisible pellets to go along with the 4 rendered pellets that people were using for most stat tables. This info was put out by the devs. So anything you see there is actually X8 for shotguns not X4.

I chose the Cerberus shotgun too. I considered the Claymore shotgun for a moment (I took it before I had the Cerberus shotgun in my first playthrough). But this shotgun has 3 rounds in the chamber and it's still lethal enough after my Vanguard's charge. Bonus being I can shoot three times before reloading. I also use Inferno ammo to go along with my shotgun, works pretty well for me.
So I chose assault rifle proficiency instead of the Claymore shotgun. I rarely use the assault rifle anyway, but I find it has more uses than the sniper rifle (for my play-style).

Depends on your play style, really.
Sinosleep showed a vid where he simply was beastly with the scimitar, RamsenC showed how he owned Harbinger in a few shots with the Cerberus...
That said, most of us go for the cerberus because it has an above-average damage, higher accuracy than the other shotguns (makes it easier to hit all 8 pellets on a headshot) and the 1,25 secs between shots being somewhat negated by melee'ing the guy we just charged at. Add to all this that it also is effective against armour and we have an all-rounder for Insanity which addresses most things we needed the Claymore for.
Sure it deals 105,6 points less damage, but it is faster, more accurate, has more concentrated fire, has 3 bullets per clip and lets you pick another weapon at the Collector vessel (I usually pick the SR for the parts where we can't use charge, but, again, that's up to personal preference) for better versatility on the field.
Still, my best advice would be for you to try them all and see which would best fit your play style.

Claymore if you want to become a One-Hit-Wonder Vanguard. If you want to be more versatile use either the Scimitar (VS Geth, Mercs) or the Cerberus Shotty (VS Collectors, Blood Pack). Never use the Katana, its just... bad.
