They're somewhat isolationist in that they build (illegal) villages of
opulent mansions (amusingly enough, without running water or sewage),
they're only citizens of this country when it suits them, they like
appearing on TV to show themselves off with solid gold ties, or
huge-ass gold necklaces with gigantic christian crosses and huge wads
of euros. Oh, yeah, and they're also responsible for the vast majority
of organized crime around here, and they have at least 5 or so kings,
all of which rule over everyone.

I think BW is drawing on the history of the Romani in Western Europre rather than modern day Eastern Europe.
