So I just found out the avalanche can be charged up by holding down the firing button. Try it out. It makes the weapon actually half decent instead of completely useless.

Still leaves the problem of standing out in the open chargin' your laser. But yeah, it is slightly helpful.

I haven't used that weapon much, but if it's similar to the singularity gun, you don't actually have to stand out in the open to charge it.  You can stand behind something charging and then move out about when it's time to fire and release.

 I found that Hardened Adrenaline Rush works pretty well with the charging. Alternatively you could activate one of the heavy shield abilities just before, that might give you the extra survivability to get it fully charged.

I used it on my Soldier, I found that he could already dish out a lot of damage, so I went with more of a utility heavy weapon. If I had that black hole gun, I'd probably use that.

It's fun especially when there are crowds of Husks or other unarmored units trying to overwhelm u. Then you just freeze all of them and kick them to pieces.
