Thats actually not to hard in this day in age. Seeing as most games are developed for the console and ported over for PC, the rapid graphical advancement in game tech the PC experienced in the past simply isnt there, thus your not required upgrade to keep up like you were in the past. While hardware for the PC on the other hand continues advancing, but the need simply isnt there and its actually making PC building cheaper.
I mean back in like 1999-2006. If I had a game and played a sequel 2 years later in that window for the pc, undoubtedly it would not perform as well on the same machine.
I am running ME2 on the same machine I ran ME1 on. ME2 actually runs better. I have played no games that have required any sort of upgrade since I built this pC about 2.5 years ago. To build the box, if cost me about as much as a launch day PS3 (I also own a PS3, for any console exclusives I want to play, and the fact xbox exlusives usually come out for PC as well, so I get the best of both worlds).
So my point is you cant even compare PC gaming 10 years ago and its upgrade hassles to today. The popularity of consoles and developing for consoles is somewhat forcing a generation and graphical standard for the PC, thus not requiring upgrades. Once you have a PC that can handle console graphics you should for the most part, be good to go.
