some say legion of the dead armor is the best.others say juggurnut armor is..blood dragon armor is pretty good too...and then wades dragonbone armor is suppose to be good too
can someone help me decide

Whatever you think looks cool. It really doesn't matter that as much as you'd think--any of those will work fine. You could check the sticky at the top of the page; I think it has links to some different guides you might find helpful.

^ What Soteria said, just whatever looks the best. Which for me is Wade's Superior Dragonbone.
If you really want to min-max though, the best is probably Evon the Greats Mail with Gloves of Diligence/Boots of Diligence (Cailans greaves with DLC? Don't have the DLC) and the Helm of Honleath.

Cailan's armor is pretty great as an all around tanking set. (massive armor with 20% dodge, -25% fatigue, armor bonuses and +15 crit damage)
Unfortunately it takes your helm slot to get the set bonus, and Cailan's helm isn't great...
Soteria is right though, the game is more forgiving than you might think. Really you can get by with whatever set you like.

I agree with the others it'll really doesn't matter that much. I always like to arm heavy fire resistance for dragons. Personally I prefer element or spell resistant gear over just high armor score.

If you're a templar, you can go with Knight-Commander's Armor for a huge spell resistance (even 100% with the right accessories) which is great for a tank. As others have said, Cailain's and Blood Dragon are probably best for tanking (though both require helms for the set bonus), and Wade's and Warden-Commander are great too (although I prefer these on DPS characters). So basically, just go with whatever works best for you.

The best are Dragonbone Plate followed by WC armour in my opintion. They look good and I like the reduced stamina cost of talents and stamina regen they offer.

Fatigue reduction or increased stamina regen are always favorites for me, so I like Wade's Superior Dragonbone plate. Like everyone else posted though, go with what you like. Don't fret over armor score though; defense is more important than armor.

Warden Commander Armor is the Best by far. 50 + mana or stamina makes up for whatever regen value the wade's set is offering and also has a higher armor rating so it will also reduce damage as well. Only thing it loses out to wade's is the fire resistence. but generally it is a much better armor in combat at tier 7.

If you're playing an elven female, the Legion armour looks wicked good. Cailan's looks good generally, but I don't like the plume.

My Dwarf warrior was using the Blood Dragon Armor, I liked the look of it except the Helm, I felt like I was a Cylon from Battlestar Galatica :-) I did just pick up the Legion Armor, which I like the look of that as well. Now if only I can get a good looking shield!

I wore the blood dragon armour all the way through together with the Aeducan family crest. Never had many problems.

IMO, Warden Commander's Set with the Helm of Honnleath, as long as you've let it sit in your chest long enough to 'become' dragonbone. I did a statistical comparison when I was level 21 (I think) and found that the WC (hee) set seems to have the best overall stats, but it's obviously very debatable. I'll find my notes and maybe post the info.

Here ya go. Keep in mind some sets require the matching helms. I used the Helm of Honnleath for some of the ones that didn't, so that really makes a difference. I guess I should have used it on the Legion Set, too, but I just couldn't do it. The Legion Helm is my fave in the game.

I prefer Evon the Great's Mail together with Wade's Superior Dragonscale Gloves & Boots (heavy, not massive). This combination also gives the set bonus of Wade's Superior Dragonscale Armor Set, which makes in sum:
+1 Combat Health Regeneration
+6 Armor
+10% Chance to Dodge Attacks
+2 Combat Stamina Regeneration
+10 Defense against Missiles
+20% Fire Resistance
-20% Fatigue
+5 Defense
With the +6 from Evon the Great's Mail you even have a higher armor value than with the Warden Commander Armor Set (which is massive while this set is heavy) at tier 7 while having a waaaay lower fatigue penalty.
