I'm inclined to think this is not the case.
If Sovereign was, by design, the Reaper Vanguard, it was his function and purpose as a Reaper. But the Reapers seems to think they "simply are," as in their existence is their nature and purpose, and anything they do is purely accidental. Thus, it would seem weird for them to take a name that signifies their function that just happens to be guard duty.

Thats not the only Bibical refrance. The most obvius one is the name of the main man, Shepard. What do shepards do? they unite an protect thier flock, thats what Shepard does.
Also I noticed that some Quarians have a cloth like thing draped over thire heads, this is a look sometimes aquantied with Mary Magdalin.
Not only that Legion is named from a bible verse, how would they chose that to name him unless they were activly thinking about the Bible?
