So I'm going through a playthrough Plus 1 with my Vanguard and I just went through the Collector Ship. I was really excited because I took the Shotgun weapon specialization the 1st time around and I figured I could take the Assault Rifle the second time.... except that I wasn't offered an additional weapon spec.
Is this as designed? or did it bug out on me? (I was really excited to get the assault rifle and was kind of let down)

Designed that way. Only get to choose 1 bonus no matter how many times you play through.
