Start the game and choose Configure instead of Play. When the utility opens, choose Save Games. Click on the 'Copy Mass Effect 1 Save Games' button. When the window pops up, navigate to your ME1 save folder. On Windows XP it should be in My Documents->BioWare->Mass Effect->Save. Choose that save folder and click on Okay. It will appear to do nothing, but it actually imports your save data into ME2. Close the utility and start the game. You should now be able to access your old characters. If you're using Steam, you can find the Config Utility at Steam->Steamapps->Common->Mass Effect 2->Binaries.

Did you run the ME2 Configuration Utility first?

I tried to import my ME1 Characters through the Configuration Utility but although it copied the files ME2 still can't find any ME1 saves to import. I already did some research on the internet but i couldn't find a solution.
Can you start a New Game+ in ME1? If not, you may not have a successfully completed career to import. If this is the case, you can try to go back into the game and re-complete from your last save (it usually autosaves right before the Saren fight I think).
If neither of these are the problem, go into your "My Documents" folder and navigate to "BioWare\\Mass Effect 2\\Save" see if you have a folder in here called "ME1". If not, create it. Either way, go into this folder and see if there are any files in there. If not, then open up another window and go to "My Documents" again. Then navigate to "BioWare\\Mass Effect\\Save" Find any files that start with "Char_" and copy these into the the "ME1" folder. This should have manually transfered your ME1 saves.
If none of these options work, you'll have to contact EA support because something is wrong with your game.
