if you get the rifle with one of your characters, will it be availalbe to all characters and new game starts such as a dlc, or only to the character you acquired it?

You won't get it on other characters. I made a vid about it earlier... but all you need to do is play on Hardcore + on the Tali recruitment mission. You'll have it for that character and all party members. I don't know if a NG+ will have you keep weaponry. Have yet to start a NG+.

yeah, but i have 3 characters, 2 of em are allready done with the game...would be cool if you would get this kind of equipment for all characters/games like a dlc

It carries on to NG+ AFAIK. But if you start a new character, you have to earn it again by playing Tali mission on Hardcore. But why would you even bother, that gun is a peashooter that barely scratches enemies. Even though it should be effective against shields, SMG still does a better job at it.
At the times I think Bioware forgot to balance that gun out and make it a usefull complement to other guns you get.

Yeah, SMG is the best at stripping shields and barriers.....
But Soldiers don't get SMGs. As far as I can tell, a Geth Pulse Rifle with Heavy Disruptor Ammo is the fastest way for a soldier to drop shields without using companions. Shotguns may be faster, but who wants to get close enough for them to be effective on Hardcore or Insanity? Certainly not me.
