All the women in mass effect border on fugly with those one-piece science jumpsuits. Really dampens the interest in 2.
That said, I sort of wish Elizabeth (the human girl in the Exo Geni lab) had been the one to come back. She would have fit the Shiala role just as well, and she actually had potential hero-ardor vibes back in ME1. Shiala giving off that sort of vibe after a few hundred years is... not as attractive?

It's fairly clear she's interested in Shepard in 'that way.' Gianna kisses Shepard on the cheek and says it was much better than getting an autograph. Gianna isn't quite as overt as Shiala, but she's flirting nonetheless.

Parasini does give femShep an extended glance, though doesn't kiss her. If she's available for my femShep (forgetting Liara, of course), I'd choose her over Shiala. But, I wouldn't mind both options. Some of my Shep's are quite fond of Shiala... but I find her a bit offputting sometimes. I think her demeanor does not match most of my Shepard's tastes.
That being said, I doubt either will be romanceable in ME3... they'll most likely be reaper chow that gives us more emotional involvment in the plight of the galaxy (watching your friends die tends to get people emotionally invested).

Plus if the hints from Lair are right and the Protheans still have a part to play in ME3 then Shiala will be very important due to her being the only other cypher bearer.
Hope we will be able to cure her though as I do prefer her blue.
