As for Shiala, sure, why not? Shepard will never be up there with the sci-fi greats like Kirk until he scores with a green alien woman.

Well, for one she is quite attractive. For two, due to her actions in ME1 and ME2 (assuming you let her live), at the very least you know that she is kind and willing to give of herself for others.Internet Kraken wrote...
Neither of them. I don't think there is enough dialogue to establish the romances with your squad mates, so I find the idea of romances with such minor characters to be a bit ridiculous.
Why do so many people like Shiala? She's an incredibly minor character.
You're right, neither her nor Parasini's character are very well developed at this point, but so what? Isn't that rather like what is going on when you ask someone out on a date in real life? You don't need to know everything about someone beforehand, you just need to know enough to pique your interest.
