is it possible to use the same cerburus activation code on 360 because i want to make a new account but i want my upcoming DLC if not is there away ?

Depends, I would try checking your DOWNLOAD history on the SAME account.
In essence, you are allowed to download everything for free which you previously bought on that account.

Are you asking if you can use the same code on another Xbox 360, or are you asking if the code will work for both the 360 and PC?
If it's the latter (PC and 360), then it SHOULD work for both as all of the ME2 DLC works for both at the same time. If it's the former (different 360), then I am not sure if it's tied to the 360 or the account. It should be tied to the account, so moving to another 360 is not an issue if you remain online, or if you migrate your licenses to the new box.
Oh, and as was stated, the code can be used Once Only.

O.k. So it looks like you are asking if making another XBL account on the SAME xbox 360 console will force you to purchase the DLC again? The answer is no, it should not. The DLC should be available to all users on the same xbox console, provided the main account (the one that was used to purchase the DLC), is first logged in to XBL (which somehow provides proof of ownership). The second (or third or whatever) account is then free to log in, and use the DLC without issue or restriction.
