She can be killed in ME1. Making her a squad member (with lots of voiced dialogue lines etc.) would be a waste of resources. I doubt that Bioware will make someone a squad member if that someone can be killed in the previous installments (and, as a result, many players would not even see that squad member).
While I don't agree that Shiala will be, or even should be, a squad member, I don't think this line of reasoning is correct, especially with regards to ME3.
If this were actually the case then Liara will be the ONLY member to return in ME3 since she is the only one that has no possibility of dying. Making every single member of your ME2 squad suddenly leave not only doesn't make any sense story-wise, but it would make your decisions in the last ME2 mission inconsequential. It has far too big a repercussions for the player's emotional involvement in the story to suddenly get rid of every character that the player has ever cared about, and for no particularly good reason. It also completely breaks Bioware's stated commitment to making the games a continuous trilogy where the efforts and decisions of the player
matter.
Furthermore, such resources would not actually be wasted. A certain
character may not see certain squad members on any given play-through, but there is no reason to suspect that an individual player would not simply make more than one character and eventually experience everything that the game has to offer. In short, bringing back previous characters only increases the replay value of the game.
Finally, I don't think that recording a few dozen minutes of extra dialogue is really as huge an investment for Bioware as people seem to think that it is. Bioware will do whatever it takes to make ME3 epic; they will not skimp on little things like the dialogue necessary to bring back favorite characters, since their characters are one of the primary things that makes their games incredible in the first place.
