Where the heck is Goldanna?  Do I need to have the Alienage unlocked in order to find her?

Nope, she is in Denerim Market. If you walk near it you should get a cutscene/convo and be right in front of her house.

Edit:

If you walk around the little market stalls you should trigger the conversation from Alistair. Her house is really close to the marketplace.

On the same subject. Is there any way to make her not be such a meany to Alisteir or at least make her appologise later somehow? After that trip and quest when I go into her house now she just stands there. No interaction or nothing.

No, there's a reason she's so mean.  You can use Goldanna's meanness to change Alistair's personality a little, and make him colder and more ruthless.
