Anyone know who this goes to? 3 playthroughs down and I have yet to find someone to give it to...
I spoke to every NPC in the citadel and no one wants the bloody thing!!!

It's the two Asari on the left (after leaving C-sec) who can't leave the citadel. They show up after doing Thane's loyalty mission.

There are a couple of Asari setting on a bench complaining that they can't get through customs. The Renegade solution is to give them forged ID's. The sensible way is to convince the customs officer that they're, in fact, not geth.

Once you enter the Citadel, they're off on the left, right before you turn to go down the stairs to level 26, look to the couches on the right, they're sitting there.
