That quest you are refering to is a Trap. Just kill your way out again, and leave through the trap door at the exit. (looks like a handle on the ground) I am not really sure if that switch you refer to does anything. It may be for the trap door on the ground or not. I pulled it just because it was there and figured it had to be for something. (it's not there for the Tears quest)
The last job you get from the guy, sends you back there later, just after the Landsmeet. You learn you are stealing "The Tears of Andraste" to return it back to the Chantry.
That's where I am stuck atm. So far Killing the Captain to aquire a key, seems to not be the key for the vault. My cunning is at 29, where I found another post that mentions the person couldn't get in until cunning was 30, and lockpicking at lvl 4. (I hope that isn't the only way)
Now my question... is there something I am missing? I am trying to be stealthy and kill as little as possible. As mentioned, the key from the Captain didn't work... I am trying a new approach now. will see. Leliana is max Pickpocketing, hope she can dig something up.

I stealthed Leliana the whole way through. Not a single fight. Opened the door. Can't recall if that required lockpicking it.Probably did. Then when she grabbed it I switched back to the rest of the party and exited. I was a ghost. :-)

Was her Cunning at 30?
I am so hoping that this is not the only way.. I just found that the key from captain opens the door to the outside... which I previously had picked on an earlier attempt.
I am basicly done with the game except the final battle... so, there is no more ways to lvl up to cunning 30.
Finally frustration sets in and I clear the whole place out, killing everything, and it appears that the only way to aquire the "tears" is to have cunning at 30 to pick the lock. Sad... the designers could have at least put a person in there that had a key.

You were right, in order to break the lock on the vault door you have to get a cunning of 30 and level 4 lockpicking.
