I've made it through the market place and the alienage, using 1 reinforcement group in each section. Now that I'm at the palace the icon to choose reinforcements is gone. Am I supposed to be able to 4 man this?

Are you talking about the Palace location, or inside the Fort?
When you are inside you can't call the armies, its just you and your party. You shouldn't need them to make it through to the roof. Once you get to the roof (where the final battle is) you'll be able to call your armies again.
If you are in the Palace location outside, the army picker should come back when you get into battle.

You have none in the palace, you'll be able to call them when you reach the roof.

And remember: you can always choose to lower difficulty in the options (unless you are plaing on easy)
