New Game+ Bonuses and Difficulty Scaling

Was playing on an imported ME1 on insanity but except for the extra defenses it felt like playing on normal. I'm so used to enemies spamming special attacks on new game+ insanity, that it kinda threw me off a bit. At first, I assumed this was due to the level differences but I played with a level 1 new character and could not detect any changes in difficulty.

So I was wondering how exactly the difficulty scaling works. Me and my friends thought that new game+ would be the easier route to getting the insanity achievement cuz of the extra bonuses so it seemed strange that new game+ turned out to be a game of patience while the former was a breeze. It made me feel that new game+ should get extra bonuses. I got stuck with the weapon I chose in my first run thru(shotgun) and lost my imported me1 paragon points. The element zero was nice but other than that the bonuses sucked.

yea, i realy wanna keep my Paragon and renagade points
i maxed both them in ME1 in my main guy

I think the game assumes that if your lvl 30 you have upgrades, which is why the vorcha are so hard for me but the collectors are a bunch of wussies once i get going.

The first 5 lvls are about the same difficulty i'd assume because ME1 importers are just getting used to the new controls ect.

NG+ Soldier Insanity was tough going in the beginning. I have nothing to compare, but I understand NG+ is harder to play up until you collect/research most of your upgrades.
