It's possible, but you have to beat the game for almost 100%.
Not so long ago I managed to end the game with a lvl54 character on Veteran difficulty. It was not really hard to get to lvl54 on one playthrough on Veteran. Up to lvl49 it goes pretty fast, after reaching lvl49, leveling-up goes pretty slow.
I think it should be possible to reach lvl50 on normal, you just have to do every side-mission, and perhaps try to do some Mako parts on foot, which gives you double exp on each monster you kill on foot instead of with the Mako.

You will get almost no XP from Pinnacle Station as you do not get any XP from killing anything in it because it is all 'simulations'. I did not notice XP rewards for comppletion either, but they may be there. But still negligible. But I invite all comers to waste their time trying. I only wish I could have some popcorn and see their excited faces as the reality finally dawns on them that it's not possible.

Wow it worked! I unlocked achievements before somehow I missed that one. So I wasted a whole playthrough doh!

On my new hard drive, Alyna Shepard hit the first cap early in the final mission on Ilos while doing all missions, scanning everything and collecting everything, and having one DLC (Bring Down the Sky); however, everything that could be killed by the Mako was killed by the Mako, and I'm sure it was a comprehensive list at that. This is how I learned that having the achievement itself doesn't unlock the cap; the storage medium itself needs a save of a level 50 character.
Her second runthrough, she ended up ... about a hundred thousand points short. I kind of doubt there'll be a third runthrough with that character, seeing she's fully equipped with Colossus armor and Spectre X weapons, max creds and max omni-gel. (This is my import save for ME2 so far. Paragon meter maxed, Renegade, I just barely got a free point for 25 percent of the meter.)
Before that, I got a Vanguard to level 53 on my original hard drive on one run, again, no CMoA's with a sniper rifle and my wits against a Thresher Maw, just hitting everything in order and as comprehensively as I could. Probably had BDtS as well, too.

I just finished a playthrough last night where I tried to do just that. I did everything from strip mining entire star systems to killing everything on foot. Even with the xp boost, I only made it to level 57. The only thing that I didn't do was the Negotiation sidequest because my Renegade meter wasn't high enough, but, even then, that would only have provided me with enough xp to reach level 58 at best.

and Now I'm starting a new game with that level 58 and with
my 58 I found 2 level 46 charecters and I'm trying to find away to delete the 2 level 46.
And I deleted them from my memory on the xbox but they still apear in the game
if anyone else has this problem and knows how to fix it let me know

To actually hit 60 though? I suspect there is exactly enough experience in the game, to the number, to get it. I absolutely can't back that up with hard data, it's just speculation and something I could see a gamedev doing.
IF it is possible (and again, not saying definitely that it is, I just think it is), this is what it would take...
Exp achievements unlocked beforehand
Both DLC
100% Mako Kills
>100% Collection Quests
-get every single Heavy, Light, Rare, Gas, Data Disk, Writing, Medallion, Insignia in the game
>100% Enemy Kills
-All Renegade options when available, milking all "respawn" areas until they are dry, clearing more than just the direct route in areas like Virmire, finding all Thresher Maws, geth traps
Save codex entries for exact leveling opportunites to minimize burned exp
Kill all Geth on Ilos (including by the conduit, which I think it borderline impossible)
My hypothesis is that by doing ALL of those things, you can hit 60 in one shot.
I haven't tried to do a run with all of those, nor will I. I don't care, and even if it does work I'd still rather just blaze to 50 or so then hit 60 on a second playthrough.
However, I maintain that it probably is possible if you squeeze every theoretical drop of exp out of one full playthrough to hit 60.

I am aware of how much experience it takes to get from 57-60, I'm just saying that I believe there IS enough experience technically, literally available in the game, it's just really difficult to obtain it all.
Again, look at the list I posted. I believe that if you do all of those things, you'd probably hit 60. I think it would be foolish to do so, but that doesn't mean the exp isn't available (although it may be literally impossible to kill all the Geth at the Conduit in the time available, even on Casual... not sure).
This isn't a Crusade I'm on or anything, but in the debate on this topic since ME1 came out no one to my knowledge has ever done a point by point accounting for the experience available in the game, optimized for level timing, and compared that to how short of 60 they were.
Not that it isn't a waste of time though.

Now, playing through on Insanity, and doing the same with the various bonuses I unlocked on my last time through, I might get as high as 55 or 56. Hopefully one additional play-through beyond that will be all I need to hit 60 with my "perfect" Shepard (Paragon Infiltrator).
