Another sign of Reapers arrogance. Even if he was the one controlling them, he still blamed Collectors/Protheans weakness why their plans failed.

I always thought that was meant to be Harbringer speaking to Shephard (either directly over a tannoy, or just indirectly/to himself), so it's "you've faile Shephard; we will find another way to get to the galaxy... You cannot stop us" sort of thing...

This pretty much. Or that is how I perceived it at least.
Regardless of Harbinger being the puppet master he throws the blame on his puppets.

Nope. Harbinger is the Reaper behind the collectors, not the head bug of the collectors. He is telling the collectors that they have failed. Funny since, like is said, they have no minds of their own...

No it was directed at the collector general because he was not indoctrinated. Remember Mordin said people get stupid when indoctrinated, you do not want a stupid general. He was most likely only slightly indoctrinated like saren was. The general had failed just like saren and the rachni had before and the reapers would try again.

The Collector General was possessed by Harbinger throughout the entire game. That's several steps beyond indoctrination.

That was an awesome moment!.

All thru out the game i to thought it was head-bug leader and then final moment you see the holo of a reaper. You have failed - releasing control, and that poor bug is like "finally". =P

Its either directed at Sheppard, but since Harbinger is controlling the general at the time, i thought it was just a big monologue to the audience "us", and a sign that the reapers are still coming.

That along with just about every line of dialogue that Harbinger says is directed at Shepard. I doubt that if you destroy an entire race of beings, re purpose them as controllable slaves, and mind control them to do what you want, that you will even bother to utter a single word to them, lol.

Its a monologue, talking about unstoppable bad the reapers are.  The collector general was still being controlled during the speech anyways.  They have no feelings anymore or brains, there just husks with cybernetics.

Yes, but that WAS directed at Shepherd....not that Shepherd was really listening lol. the camera was watching him as he was running off to the ship.

the "You have failed, we will find another way" thing was directed at the Collector general which was just a jerk thing to do. Note that the camera was looking at the collector general.

Well, the speech wasn't directed at Shepard, Harbinger still says it if Shepard dies. So, yes, he's an arrogant space squid who blames everyone but himself.
