I didn't like that scene.
The expression on the Collector General's face when Harbinger released control (a few moments before his death) was disquieting. It suggested that he could feel emotions (fear and anger, in this case). If he can feel emotions, he's not merely an instrument, but rather a slave. And if the Collector's are not simply tools, then it would be wrong to eradicate them - they probably need help, contrary to what Mordin says. After all, they were transformed into slaves against their will by the Reapers.
He still is talking to the audience with his monolgue speech, to instill fear back into teh players that just killed the collectors. It just shows the plot line that the reapers are still coming.
For Harbinger to be talking to CG is just absurd while mind controlling him. That is like anyone playing a video game and you character dies, then you go and say "You have failed, i will find another way" LOLOLOLOLOL. Way too much thinking involved with a simple monologue directed at the player. The collectors, including the general, are all husks and have no feeling, brains, or higher mental function except for being controlled.
