I apparently am blind or something, as I have been wandering the Mage Circle (tower) for nearly an hour and I cannot find where to activate the place of power for this quest. The map also does not show any sort of marker and my journal has no note about finding the spot. I already beat the boss and was now exploring to do some quests. Thanks in advance!

on the first level, behind the library area right in the middle of the circular-ish room in front of the stairs leading to the next level... or something like that :P

I found the circular library room at the foot of the stairs to th second level, but there's nothing there other than Cullen. I tabbed around the whole room, including the chair. Is it possible that I 'used' the Place in a previous trip? The note in the Quest file is not very specific. I found one PLace in the Forest, by accident, and the Quest did not get updated to show that.  If I am correct, that should leave the Places in Denerim and The Deep roads.
Does this make sense?

Yup - it happens.  You will need to go back to any places of power you clicked on before you got the quest, though.  They don't register until you have the quest.  You'll know you've successfully activated it because your party will be engulfed in a black swirling cloud for a few moments and in the lower right corner your "quest updated" message will flash (even though it doesn't specify in your log that you've activated that power point).
