"Ah yes, Reapers" would definitely be a hilarious dialogue choice. Go along with that and then be like, "Just yanking your chain (or something like that), we'll be right there."

I would hope there would be a Paragon option for this too mayhaps along the lines of (modified from the first page.

Citadel: Shepard we understand your frusteration but-

    At least an explination of their ignorance would be nice , maybe we'll find out that the councils water supply was tainted with lead and they really were mentally handy capped the entire time.

  Also they best not try and save face and make it like the council was in on the whole reaper thing from the beginig and it was all part of their plan, and robb us of our revenge.

Remember that they also covered up the 'batarians are deploying bioweapons to kill the Council and everyone in the Citadel' thing a few years back, which was the plot of Mass Effect Galaxy.  They also covered up the Saren thing by indicating the geth were merely very advanced, despite the way that things like Husks and Praetorians seems to be popping up all over the place where there aren't geth, nor do they show signs of being geth technology (as otherwise the geth platforms should incorporate something similar)... and despite slaughtering thousands of geth platforms, they've yet to apparently discover anything like that.

Mind you, the Council meeting in the second game made me wish I'd let them die the first time around.  I'm seriously thinking about letting them die in Mass Effect 3 as the PARAGON option.  Especially after the 'mental problems' crack, and how they're apparently out to prove Cerberus has a point in how the Citadel is at least uncaring about humans when they're not being maliciously neglectful; you get the feeling that if the turians or asari were losing colonies, that the whole Citadel Fleet would be out in force and demanding the Alliance contribute all their fleets to the campaign.
