I'd figure I'd give a crack at this.  Not the best I could do but this is how I picture the Ah yes, Reaper, conversation going:

Asari Councilor: SSV Normandy, this is the Citadel Council, come in Normandy.  This is a urgent message to SSV Normandy.  Normandy, please respond.

Joker: This is the Normandy, go ahead Councilors.

Asari Councilor: We must speak with Commander Shepard, immediately.

Joker: Stand by, Councilors.

*Jokers gets on the intercom to the Briefing Room where Shepard and the rest of the team is assembled, going through Reaper data.*

Joker: Commander, I got the Council wishing to speak with you.  They said it's urgent.

*Shepard scans the room, looking at the rest of the team*

Shepard: Give me the room.

*Team exits through the door.  When the room is finally empty.*

Shepard: Okay, Joker.  Patch them through.

Asari Councilor: Commander, we are in need of your assistance.

Turian Councilor: It's about time you answered us, Shepard!

Shepard: I've been rather busy Councilor.  Let's keep this brief and tell me what the problem is.

Salarian Councilor: We had several worlds on the fringes of Citadel Space go dark without any explaination.  We've sent in infiltration teams to determine why.  They too, have gone dark.  One of the teams manage to send us a short data burst before being cut off.  The data they sent was...disturbing.

Asari Councilor: The data contained video images of ships attacking Citadel worlds.  The ship silhouettes strongly resembled Saren's flagship that attacked the Citadel two years ago.  We now believe, with this new evidence, that these are in fact Reaper ships.

Shepard: You said yourself that the 'Geth' were capable of remarkable technological achievement.  I'm sure you'll be able to handle this.  Now if you'll excuse me I have important work to return too.

Turian Councilor: You're not listening, Shepard!  We cannot allow these Reapers ships to gain any further ground then they already have.  You are the only one with any technically expertise to deal with the Reaper threat!

Shepard: Ah yes, 'Reapers'.  The immortal race of sentient starships allegedly now waking from hibernation to harvest all sentient organic life in the galaxy.  I've already dismissed that claim.

Turian Councilor: Tread lightly, Shepard.  I will not have you... *interrupted*

Shepard: No!  You listen to me!  I have dedicated my life to the Alliance, and then to this Council.  When I was chasing Saren you ignored everything I said unless I had hard evidence.  Then when I did find evidence I was discarded because you and Udina viewed me as a inconviences.  When the Reaper and the Geth attacks the Citadel I sacrificed human lives to save you!  I did this because it was the right thing to do, so you'd take on faith what I've been telling you.  Then I die, and you rescinded on that believe!

Asari Councilor: Commander, you must understand that, over time, it appeared to be an isolated case.

Shepard: Doesn't seem so isolated now, does it Councilor?  Fortunate for you, I do have a plan.  But you'll have to do exactly what I say.  Can you take orders for a change, Councilors?

Personally I would probably still go and save the Citadel - my paragon Shepard just rolls like that, but I would love a conversation along the lines of:
Turian Councilor: Shepard we need your help - Reapers are attacking the Citadel.
Shepard: *air quotes* Ah yes, Reapers......we have dismissed that claim.
Turian Councilor: Shepard this is no time for mockery...
Shepard: Listen to me you incompetent ****** (insert insulting phrase here) I better not hear one more word out of your mouth or I'll let the Citadel and the Council get completely destroyed. You got it.
Turian Councilor: Shepard, how dare...
Shepard: This isn't an argument - either you shut up or I leave you to die. Now tell me YOU...GOT...IT.
Turian Councilor: I got it.
Shepard turn to the Asari Councilor: Now what can I do for you oh gorgeous Asari goddess?
Asari Councilor: Why Shepard.....

This dialogue would make my day. :)

Now I would enjoy being able to have this in ME3.

Ah, yes, 'ah, yes, 'Reapers.'' A mockery of the dismissed claim that there is an immortal race of sentient starships allegedly waiting in dark space. We have dismissed that claim.

signed. I'd probably pay up to 15 dollars for a DLC that has only one feature: saying "ah yes, reapers" with air quotes to the turian councilor.

For the love of God YES I want to throw this back in their face if I get the chance. I still stand by their running of galactic society, but this one awesome opportunity to mock them for doubting Shepard would be beyond awesome.

Or the new Reaper overlord.

Technically, the Normandy is a sentient ship.
Shepards Charisma is like indoctrination.

I like it, but the last part left me feeling unfufilled.  I'd be really satisfied with a good dig that doesn't make me look childish, but makes them feel childish.

yet another possible dialog:

turian: The reapers are attacking the citadel! They are overwhelming everything! Get us out of here!

shep: "Ah yes, Reapers." I thought you had dismissed that claim. (makes hand signals)

t: This is hardly the time.....

s: Keep your pants on. I'm sending the Geth and the Rachni to pull your asses out.

t (or other councilor): Geth! Rachni! Are you insane?

s: Is blind faith a little too much to ask for right now? (channel cut)

The turian councilor blows a fuse after being forced into unbelievable circumstances by being rescued from a dismissed reaper attack by Legion. After the war, you find the turian in a mental hospital. Or the salarian tips him off, and realizes it's a test of whether or not he will trust Shepard.

I'd actually like to have the Turian Councilor as a love interest in ME3. You could seduce him and then convince him of the Reaper threat (as femshep, or gayshep).
