Otherwise,
Liked: Garrus, TIM, Mordin, Aria, Legion
Disliked:
Thane (too much post processing to make him sound alien)
Kal Reegar (i love the actor but it seems a little wrong for the character)
Meh: EDI (i just always think of 6 from BSG)
Tali, her VA does a great job acting it but I'm iffy on the accent

Best
1. Tali- Rarely a lack of emotions in her lines--the nuances in her voice acting (the way it cracks when she explains to Shepard she can't let her people know about her father; the way it pops when she gets into the fight with Legion) create the best and most versatile VA in this game.
2. Mordin- How do you make a character who sounds like he's on speed all the time, talks in a higher toned voice, and doesn't even speak in complete sentences likeable? Fantastic job by the VA.
Worst
1. Thane- Simply difficult to understand when speaking softly. I understand the need to make his lung sound dried out, but the processing makes him sound like a terrible Christian Bale Batman impersonator. No real room for emotion.
2. Male Shepard- Meener is clearly the inferior of the two Shepard voices. There are moments of brilliance (both of his speeches for Tali's loyalty mission are spot on), but they are far and few inbetween. His paragon lines are monotonous, and his renegade lines seem forced.

Mordin always makes me smirk, he's like a machine gun that fires words.
Tali's voice is... well just plain sexy.

Male Shep is probably the worst in the entire series. That man needs more emotion in his voice.

I don't even think it's so much the emotion (or lack thereof), but the delivery. To me, maleshep sounds like something out of a bad "B" movie. The only thing I can hope for is that Shepard's story ends with the trilogy. That way, voice actors could be changed without any discontinuity. Hire Hale back, sign Meer's cheque and say "Goodbye."

Garrus, Legion, Mordin, Aria, FemShep
Dislike
Grunt, Jack, Udina
(this is just ME2, in the original MaleShep was godawfull, in ME2 he's bearable)

Thane
Garrus, just an overall great character.
Kal'Reegar, I'm a Chuck fan so...
Dislike: Liara, who does like her voice?
Ash, sounds very raspy, not very good for the sex appeal

I personally prefer Mark Meer to Jennifer Hale, but I would never say Jennifer Hale is a bad voice-actress, nor would I ever suggest to dump her as a voice-actress after the ME trilogy.
Mark Meer and Jennifer Hale are both excellent voice-actors, both have their parts in ME where they shine and both have their parts where they suck.
Personally, I find Jennifer Hale's femShep voice kinda boring, but that's just my OPINION.

My most disliked voices are definitely Liara's (it's like she has to breathe out every single word or something), the female doctor's in Jacob's loyalty mission (and the way she stares while talking, gives me the jeebies) and Udina's. I also dislike maleshep's voice, but that's more of a gray area.

Tali: Sexy accent, funny when she's awkward, and I really felt it when she got emotional over her father.
Garrus: Always awesome. Turian voices are great to begin with, but Garrus is the best. His awkard conversations with femshep are hilarious.
Mordin: Simply amazing. Hilarious and somehow completely believable. I love his long breaths during sentences.
Zaeed: Perfect voice for his character. Wish he had more dialogue.
Legion: Everything he says is great. Don't think they really could have screwed this up.
Thane: He really sounds tortured and the effect on his voice is pretty cool.
Joker: Glad his role was expanded. Seth Green is hilarious and you can tell he likes doing this role.
Undecided
Male Shepard: Although Mark Meer improved in ME2 he still doesn't sound like a battle-hardened marine to me. His renegade lines are decent, but he just sounds lame as a paragon. It doesn't help that he has that goofy smile either.
Female Shepard: Jennifer Hale is usually awesome. But she just sounds too tough and manly in this role. Some of the lines when you find upgrades like "we can use this" or "this looks useful" sound just like a man. Although as a renegade it works pretty well.
Hated
Liara: This one hurts, because I loved her in ME1. She was the soft-spoken, naive scientist. Now she's trying to sound tough, but it just isn't working.
Jacob: Same problem I have with Kaiden. He's just too boring. And his sexy voice is disturbing.
Honorable mentions
All the quarians, especially the admirals. Although Kal'Reegar sounds completely different than every other quarian he made you believe that there are some really tough quarians out there.

I like the male shepherd voice. He sounds like I would expect my character to sound. I also like the voices they picked for Tali, Garrus, Ashley, Jack and Joker. I'm not such a fan of the Illusive Man, just because it pulls me out of the fictive experience when I can identify the actor doing the voice acting.
You're not a fan of TIM because you can identify the actor but you like Joker? Seth Green may not be as well known as Michael Sheen but he still has a very distinctive voice. Regardless I found both characters voices to be very strong and feel that nobody could replace them.

Joker reminded me constantly of Family Guy but I don't mind. Mainly because somehow ended up noticing the similarities. Green did a good job though so it really shouldn't be a problem. Same with Martin Sheen (the Sheen family is extended but who's Michael?). You recognize him instantly yet I liked the Illusive Man, he did do it with style.discipledark14 wrote...

And if you've played Dragon Age, you'll be glad to know Teyrn Loghain genes has survived the millenia and even crossed over species into ME2.
Quite a few other DA VA's were also featured in ME2 but their roles are not only smaller but also less recognizable. Apart from Loghain that is, that really stood out.
As far as old BG VA's are concerned, Jennifer Hale and Grey DeLisle seems to be the only one I've found so far that was in BG1 and BG2 (and KotOR). Well, other then Michael Dorn (yes, Worf). Shame not more of those old timers show up these days.
I missed Carrie-Ann Mosses' and Adam Baldwin (Animal Mother!) performance entirely actually.
