I don't really think we need this option in ME 3. It was necessary in this game because the classes played so radically different than their Mass Effect 1 counterparts. Since ME 2's combat system is much better than the original game's, I'm going to assume we're not going to be seeing another overhaul like what happened with ME 2.
Plus its been said already that ME3 will use practically the same "Engine" etc as the second game hence why there will only be a year in between 2 and 3 instead of 2 years as in between 1 and 2. Based on that, you will most likely NOT be able to switch classes if you import an ME2 character.

Heh, I really liked that approach. I wouldn't mind if they did that again for ME3.

The C-sec officer Baily could tell ya again, "That's what I'm saying man. .you don't exist. There's no reference to you anywhere. So either you're really dead, or somebody with powerful puppetstrings is sending you a message. . .What'll I put down?"
This might account for those who chose to reestablish their computer identity, as well as let character transfers with class changes.
But what to do with those who play after Shepherd dies. . .maybe you're hired by Cerberus to act as if you are commander Shepherd. . because of his importance as a symbol? thoughts?

But if we need some lore reason a database corruption or something along those lines will work just fine.
