I just fought the demon on the second floor (the one that has the four dead wardens casting healing spells) and spoke to the NPC that's following us around. There's a door leading into the shrine room (the first door you encounter on the second floor), but it won't unlock and it cannot be picked. I've looked around and I haven't missed interacting with anything and I've killed all the creatures up to that point.

Is it a bug that's messing me up or did I miss something along the way?

That door shouldn't be locked at all if you can reach it. I'd go back through the keep, make sure everything is dead. If that doesn't work, then it's probably a bug and should be reported.
