They are a very very old thing. The ship the batarians found gave us some insight into how old they were. (billions of years) The game now focus's more on there motives. (reproduction) but who made them? were they mean't to be as I recently saw some sort of noah's ark where all hope was given up and they melted down there entire race and then they went mad like the geth trying to do it to every future race. It also kinda makes you feel kinda undeserving to be alive when billions among trillions of civilzations more deserving existed. Like the one to actually nearly kill a reaper in hawking eta. The reapers have watched the galaxy for billions of years why are they so interested in our galaxy and not the others. A race of that age couldldn't possibly need us to reproduce. They could clone and design there own race in there own galaxy of there chooseing.

Another interesting thing to add is that the keepers were bio enginered millions of years ago but the reapers age is measured in as far as we know the billions not to mention the keepers are a insect species much like the collectors after there muttation who are also insect. Chorban gave us lot of insight into the keepers. They were not a former race according to him they were created. But the possibility still stands.
