I think it probably was.
Other good, less obvious references are 'mostly dead' from The Princess Bride, and 'I got better' from Monty Python and the Holy Grail.

There is even a clearer Star Trek reference, talk to Avina on level 26 of Zakera Ward. Ask her about Poverty and speak with the expanded options. One will have her speak of (can't spell it) technologies that will make what ever the use desires as the only solution. Such tech only exists in science fiction literature. Totally a Replicator reference (and the Federations lack of "monetary based" social classes). If you have Mordin in your party, he disses the idea too. So Mordin effectively makes fun of Star Trek...
It is worst, I am not sure this is a coincidence or deliberate. Mordin is phonically the same as Moden. Roughly, a B5 character and agent of the Shadows, who believe in evolution through strife. Mordin's line embraces a similiar philosphy of races progessing by pushing themselves against limitations. So there might be a very faint B5 reference, or just one huge coincidence.

Yes, the "It's green/it is green" reference was originally made in the original series, and repeated during Scotty's cameo in The Next Generation.
