That is standard operating procedure for villains in books, film, and video games. When your plan fails spectacularly, blame your henchman and murder him!

I think if the best idea the Reapers have to come up with is building the boss from Contra 3 which ends up getting killed by 3 people then we really don't have much to worry about.
The reapers are idiots and they blame their stupidity on their action figures.
