I am fairly certain that if ME1 decisions have impact that they are in ME2, because chances are that when ME3 is released a lot players won't even have imported games of ME1. Only the die hards like us. It will be hard for BW to justify the efforts put into it.

Hmm. They might. It could be that in ME3 you'll have to gather the support of as many institutions as possible and that it will be up to Shepard to convince them that the Reapers are real and worth fighting, culminating in one huge battle?

Yup, I pretty much have to agree with everything you say there.
It just annoys me that people keep on pointing at these things and going "BAD WRITERING" (which would be funny on several levels). Even I never said it was bad writing because, well, politicians are involved, and when that happens, I can pretty much accept that any level of silliness can occur.
But you're right, its not really silliness or stupidness on the Councils/Alliances part. In fact, I think the whole point of the writing was to try and make the player feel as if they where being stupid, even though they actually weren't.
Though about Vigil... I don't recall Liara downloading anything from him - I was under the impression she wanted to say and study it, but they had no time.
Hmm, I thought there was an option to let Liara download the data. My last full playthrough of ME1 was well over a year ago.
Going back to the writing, as I look 'under the hood' a bit, it looks a lot like TIM worked very hard to isolate Shepard from his/her old allies so that there would be little choice but to work for him. He needed something to substitute for the lack of that control chip that he was afraid would bugger the whole project to control him. After the collector base, the ship and crew are Shepard's not Cerberus' so he could tell him off if he/she damn well felt like it.
Wouldn't be surprised if Shapard stayed in the Terminus systems after the end of ME2 to build his own merc outfit in preparation fo rwhen the council and Alliance actually see what is going on. He certainly is not going to wait on someone else's cue.

I believe they have to at some point. I suspect that instead of team member loyalty, Shep is going to have to earn species/fleet/army loyalty to go against the reapers; ie. krogan, rachni, turians, etc. That's going to be much harder without the support of the council. I believe, as do others, that a good portion of your time in ME3 will be spent getting the support of various races in support of your assault against the reapers. Without the support of everyone the galaxy is doomed.

I also have the feeling it will be like this. A part of me hopes though that this will not be another typical Bioware game (no flame intended, I like Bioware I just think their games all have a very similar structure) but more deep and convoluted, where you sort of figure out the mystery as you go. I feel that lots of times they just give you all of it on the plate too quickly.
