And I mean the one in Ender's game, not the Batarian Hegenomy.

In both worlds, the nations of Earth still retain their independance even within the alliance, and, with the comments about competiton between Earth's superpowers of colonization rights over one planet, it also seems that its not a perfect union.  Additionally, the Alliance military seems to be dominated by the United States (seeing as nearly all the Alliance Officials we speak to (Anderson, Hackett, Kahoku (who, based on his accent and name, is an asian American.) have American accents.)

Now this brings up the possibility of (political) infighting (at least at first) within the alliance in ME3, which I think would really make it seem more realistic.
